Introduction

Elementary school, in most cases is the most essential learning period for any child and has an impact on the rest of their life. Attending an elementary school having, experienced teachers and high educational standards, among other things, are crucial to the learning and understanding of the students. Richmond Elementary School, one of the most “highly performed” elementary schools in the state of Rhode Island, is a suitable school for parents to send their children, and for teachers. Richmond Elementary School is located on 190 Kingstown Road in the town of Wyoming, Rhode Island. Rhode Island is the smallest out of the fifty states in the United States and as of 2002 has a population of about 1,069,725 people (Info-Works 2005). In 2005, stated in the US Census Bureau, 88.9% of Rhode Islanders are white, 10.7% are Hispanic, 6.2% are Black, 2.7% are Asian, 0.6% are Native American, and 1.5% are of mixed race. “The Ocean State” which is the nickname for Rhode Island is bordered by Massachusetts, Connecticut, and the Atlantic Ocean. There are 36 school districts in Rhode Island with 319 schools and 158,592 students enrolled in the schools (Info - Works 2005). Knowing about both the district and the community as well as the actual school, comforts parents about sending their children to a school that they know will be safe, as well as highly maintained. Besides from the parents concern, the standards of the school, and all aspects of the surroundings have an effect on new teachers, looking for jobs. In attending any school, it is important to attain information on not only the school, but the district and the community as well.

Community Background

One town in Rhode Island is Richmond which has a population of about 7,222 people (year 2000) with an average age of 36.2 years. There are about 3,623 males and 3,599 females in Richmond (Info-Works 2005). Compared to the state of Rhode Island this community is extremely less diverse. The socioeconomic makeup of the Richmond community consists of 96.2% white, 1.5% American Indian, 1.2% Hispanic, & 1.1% are two or more races. Out of all the people living in Richmond, the average household income is around $73,200 in 2005 compared to the median household income of $59,000 in 2000. The average household income of Rhode Island is slightly less than the community of Richmond being $51,458 (Census Bureau).

The education of the parents in this community is varied. For people who are 25 years old and over, 87.3% have gone to high school and even continued with their education, 26.8% have gotten their bachelor’s degree, 10.7% have their graduate or professional degree, while 5.4% are unemployed (Infoworks 2005). Richmond is part of Washington County and Chariho School District. The crime rate in the city of Richmond is extremely low compared to both the state of Rhode Island and the actual University Of Rhode Island. The crime rate of Richmond is 267 total offences in the year 2006 and 436 for the University Of Rhode Island (Infoworks 2006).

District Summary

Chariho School District has a total of seven schools with 3863 students ranging from pre-kindergarten to twelfth grade (Infoworks 2000). There are also 341 teachers for the seven schools. Geographically, Chariho is the largest school district in the state of Rhode Island. Chariho is in a 100% rural population, with an average value of $264,206 for a house, and 34 years of age being the average resident. The average household size is 3.0 people in this district, and an average household income of $57,042. Meanwhile the average household income in the Providence School District is $34,202 whereas Barrington School District has an average income of $91,200. The poverty level in this district was just about the same as the state being 11% (School Data Direct). The Superintendent of the Chariho schools is Barry Ricci and the assistant Superintendent is Dr. Phillip Thornton. The district has various ethnic backgrounds including Whites, African Americans, Hispanics, Asians, and Native Americans. Some students are part of special education programs. This is about 17% of the students. 11% who need extra assistance are in resource, 4% are self-constrained, and 2% are part of other programs (Infoworks 2005).

Chariho has six schools that are high performing while one school is in need of improvement. Richmond Elementary School is one of the six that is considered a high performing school. After many years the school district finally had the chance to vote on a $99 million plan to build three new elementary schools and renovate the existing district schools over 20-years (Richmond Elementary School). However the three towns, Hopkinton, Richmond, and Charlestown, ended up voting against the plan. This was disappointing for the superintendent of the Chariho school district. Chariho's dropout rate was only 9% where as the states was 15%. The suspension rate for the Chariho district is separated by school with the elementary schools having a 1.6% per 100 students suspension rate, the middle school having 11.6 % per 100 students, and the high school having 19.3 % per 100 students compared to the state, which was 53.1% per 100 students (Infoworks).

School Analysis

“Learning is a lifelong process” says the Richmond community (Richmond Elementary School). Richmond Elementary School goes from pre-kindergarten through fourth grade and has 497 students with forty two teachers (Infoworks). Laurie Weber is the Principal and Stan Traverse is the assistant principal of the elementary school. The school is not a Charter or Magnet school. One negative downfall to the school is that 30% of the classes are taught by teachers who are not highly qualified. Also the school is not eligible for Title I funds. Richmond Elementary School is not very diverse with 97% of their students being white, while 2% are African American and 1% is Asian (Infoworks). The elementary school has 6% of students who are eligible for free and reduced priced lunch. Also the school has programs and special education teachers for students who need to receive special education. 12% of the students are in resource, 2% are self-contained, while 86% are non-recipients (Infoworks).

Students in fourth grade have to take a Mathematics and English Language Arts (ELA) test. In 2004, the fourth graders in Richmond Elementary School had higher averages than the state in math skills, concepts, and problem solving. In ELA the fourth graders had higher averages than the state in basic understanding, analysis and interpretation, and writing, but they were 2% lower in writing: effectiveness. For third graders, they ended up falling 7% short of the state in writing.

Richmond Elementary School hopes they can meet new performance standards by setting goals for improving the school. The school faculty wants to improve their students reading skills, have more teacher trainings, and improve students’ ability to solve problems in writing. Furthermore the school faculty wants to increase their use of technology in the classrooms and improve on management skills in the classrooms (Richmond Elementary School).

The Richmond community wants to ensure a safe environment for all students and to do this, the school has rules and procedures that students need to follow. When a student goes against them, they will have to face consequences. During the 2003-2004 school year, Richmond Elementary school suspended 13 students for misbehaving. The reasons these students were suspended were for assaulting other students, disorderly conduct, fighting, insubordination/disrespect, larceny, and threat/intimidation (Infoworks). All of these students were given out-of-school suspension. This school is considered to be a very good school by 70% of the parents in the 2003-2004 SALT report. All of the parents should be pleased to know that Richmond Elementary school is “high performing and sustaining” (Infoworks)

Conclusion

The Richmond Community are overall a pleasant, safe, and successful community. Richmond Elementary School is a high performing school and is a great school to not only send your child to but also to teach at with the other highly qualified teachers. Being a part of the Chriaho School district, who has seven outstanding, and mostly all high performing schools makes it even better to send your child here.
